The Centre appointed R Subramanyam as the new Secretary, Higher Education in the Ministry of Human Resource Development. The 1985-batch IAS officer from Andhra Pradesh cadre had been serving as Special Secretary in the department. He will replace K K Sharma who retired Wednesday.
The Appointments Committee of the Cabinet cleared a reshuffle in middle and higher bureaucracy Wednesday, including appointing C Chandramouli as the new Secretary, Department of Personnel and Training in the Personnel ministry. Chandramouli, a 1985-batch IAS officer of the Tamil Nadu cadre, was Registrar General of India and Census Commissioner till January 2016. Tarun Sridhar, a 1984-batch IAS officer from Himachal Pradesh, currently serving in the state, was made the new Secretary, Department of Animal Husbandry, Dairy and Fisheries.
Surendra Nath Tripathi, 1984-batch IAS officer, Special Secretary in the Agriculture Ministry, was made the Secretary, Ministry of Parliamentary Affairs. Rajiv Ranjan Mishra, a 1987-batch IAS officer serving as Additional Secretary in the Housing and Urban Affairs Ministry, was made the new Director General of National Mission for Clean Ganga. Additional secretary at the Ministry of Home Affairs, Bipin Bihari Mullick, was transferred as additional secretary and financial advisor at Ministry of Culture.

*Political stability needed for economic growth: Pranab Mukherjee*

Former President Pranab Mukherjee felt that political stability is much needed for economic growth of the country and said that he was happy that after 30 years a single political party gained a majority in 2014. "I do not mind which party gained a majority, but I am happy. It brought stability," Mukherjee said. He was speaking at Calcutta Chamber of Commerce on economic growth prospects of the country on Wednesday.
Mukherjee said that in between 1989 and 1999 the country witnessed five Lok Sabha polls instead of the usual two LS polls. "People did not like this instability. These frequent changes were disliked by the voters as there was a weak government and for which a change was mandatory."
"In 2014, over 80 crore people voted for a stable government, when the parliamentary pundits were thinking about bringing amendments in the Constitution to bring in stability." Mukherjee said that he was content that in between 2004 and 2014 there were two LS polls only, as there was the confidence of the people.
"In federal government system, there should be close co-operation between the state and centre... The co-operation can not only exist in theory as our federal government has 29 constituent state units."

. *PNB fraud: Nirav Modi refuses to join CBI probe, says he has business abroad*

Billionaire diamond merchant Nirav Modi on Wednesday thumbed nose at CBI and refused to join the investigation into the Punjab National Bank fraud case. The diamantaire failed to keep his date with the summons issued by the central probe agency in the PNB fraud case, which officials said had been revised upward to Rs 12,636 crore following fresh information from the bank.
Modi was summoned through email but he refused to join the investigation saying he had “business abroad”, PTI quoted CBI officials as saying. The CBI also directed Modi to contact the embassy of India in the country where he is staying so that his travel to India can be arranged.
Meanwhile, the CBI today arrested an Internal Chief Auditor of Punjab National Bank in an ongoing investigation of the cases related to Nirav Modi group and Gitanjali group. The arrested Auditor Mr MK Sharma, Chief Manager rank ( Scale IV officer of PNB ) was allegedly responsible for auditing the systems and practices of PNB, Brady House Branch and report the deficiencies to Zonal Audit Office.
